People sometime wonder how the State of Hawai‘i can have Interstate highways. The interstate highways in Hawai‘i obviously do not connect to any other state, so how can they be interstates?
You can get a detailed answer from the U.S. Department of Transportation.

This reminds me of a classic joke.
Bridge to Hawai‘i
A man walking down a beach in California finds a brass lamp lying in the sand. He rubs the lamp. Poof ! A genie appears. "You have released me from the lamp" says the genie, "I will grant you one and only one wish. What is your wish?"
The man thinks for a moment, "I have always wanted to go to Hawai‘i, but I am very afraid to fly or take a ship. Could you build a bridge, so that I can drive all the way to Hawai‘i?"
The genie looks at the man, "What, are you crazy? That would be a hugely enormous endeavor. A twenty four hundred mile bridge across the Pacific Ocean? Can you imagine the logistics, the massive amount of materials, all the concrete and steel that would be required? It would be nearly impossible. No, I’m sorry, think of another wish."
The man thinks again, "OK, I have never been able to understand women. Women are a complete mystery to me. Like most men, I am completely mystified by what women think. Genie, can you grant me the ability to truly understand women?"
The genie pauses, then sighs, "So, how many lanes would you like that bridge?"
